PEDAGOGICAL DESIGN OF THE PROCESS OF IMPLEMENTING A DIGITAL SYSTEM FOR EDUCATION QUALITY MANAGEMENT IN HIGHER EDUCATION INSTITUTIONS

The current stage of development of Ukraine’s higher education system is characterized by the intensification of digital transformation processes, which necessitates a rethinking of approaches to the quality management of educational activities. Increasing demands for transparency, efficiency, and effectiveness in educational processes highlight the need to implement digital systems capable of ensuring data integration and supporting management decisions.
The aim of the study is to substantiate the conceptual principles of pedagogical design and to develop a structural-functional model for the implementation of a digital quality management system in Ukrainian higher education institutions (HEIs). Research methods include theoretical generalisation and systematisation of scientific approaches to education quality management, analysis and synthesis to determine the level of digitalisation of current practices, modelling to develop conceptual and applied models, as well as logical generalisation of results to draw conclusions.
The research findings indicate that the current state of education quality management in Ukrainian HEIs is characterised by the unsystematic use of digital solutions, an insufficient level of integration of information systems, and limited use of data analytics in management decision-making. A conceptual model of pedagogical design has been substantiated, combining methodological approaches, principles, functional components and digital tools for education quality management. A structural-functional algorithm for the implementation of a digital system has been developed, providing for the phased implementation of processes from diagnosis to monitoring and correction.
It is demonstrated that the effectiveness of a digital quality management system is determined by the coherence of pedagogical, organisational, and technological decisions, as well as a focus on data-driven management. The proposed approaches contribute to the formation of a comprehensive digital ecosystem for quality management and enhance the overall performance of higher education institutions.
