Problem-Developing Learning as a Means of Students' Professional and Legal Competence Development

Problem setting. The article is focused on the basic classifications of educational technologies, and it specifies the position of the problem-developing learning as a means of students' professional and legal competence development.
Methods. To achieve objectives of the research the following research methods were applied: analysis and synthesis of empirical and theoretical foundations that are presented in the professional literature of various scientific fields (pedagogy, psychology, training methodology etc.) in works by domestic and foreign researchers.
Results. Problem-based learning is presented as one of the most promising ways of developing person's creative skills that a modern specialist needs. It was found out that problem-based learning involves mastering knowledge and a plan of actions made through a problem-based way in several steps: simulation of a problem- based situation, analysis and statement of a problem, forming a hypothesis.
It is justified that according to the level of students' independence in educational activity, the appropriate method of problem-based training is used: problem method, partial search method or research method.
Conclusions. While agreeing with the researchers (K. S. Kysil, L. V. Kyryllova, O. M. Kyryllov), it is noted that project and productive learning technologies facilitate professional and legal competence development of the prospective specialists. Next perspective for our further research will be productive learning.
