IDENTIFYING BEST PRACTICES FOR IMPLEMENTING STUDY PROGRAMMES: THE EXPERIENCE OF THE NATIONAL AGENCY FOR HIGHER EDUCATION QUALITY ASSURANCE

The article examines the problem of determining the exemplary nature of practices for implementing study programmes and educational activities under study programmes in terms of assessing the levels of compliance with the Criteria for Evaluating study programmes in accordance with the Regulations on the Accreditation of study programmes for the Training of Higher Education Applicants, approved by Order of the Ministry of Education and Science of Ukraine on 15 May 2024 No. 686. The survey conducted and analyzed covered a range of recipients corresponding to the number and characteristics of study programmes considered by the National Agency for Higher Education. In particular, the survey included the identification of the specified practices as exemplary from the point of view of the recipients, which made it possible to establish the existence of a wide range of views among the educational community on the characteristics of exemplary practices. Thus, the vast majority of respondents identify exemplary and positive practices as predominantly exemplary. However, ordinary compliance with requirements was also often identified as exemplary practice, which shows the instability of the interpretation of the category of exemplarity in the assessment of study programmes. Along with this, the issue of the need to unify the approach to the assessment of study programmes and identify best practices in their implementation is relevant. To this end, it is particularly important to develop and systematize the characteristics of best practices, especially in the sectoral context.
